On July 28, 2026, the Greater Bay Area International Clinical Trials Institute, the Greater Bay Area International Clinical Trials Center, and Xihua Pharmaceutical Co., Ltd. signed a memorandum of cooperation today to establish a strategic cooperation framework, jointly promoting new drug R&D and conducting international multi-center clinical trials in Hong Kong and throughout the Greater Bay Area.

Under the "One Institute, One Center" framework, the Greater Bay Area International Clinical Trials Institute, established and wholly owned by the Hong Kong Special Administrative Region Government, and the Greater Bay Area International Clinical Trials Center, a branch established by the Shenzhen Academy of Medical Sciences, will join hands to promote the development of the clinical trial ecosystem in Hong Kong and the Greater Bay Area, fostering multi-center research collaboration within the region. Xihua Pharmaceutical is a biopharmaceutical company headquartered at the Hong Kong Science Park, focused on oncology and ophthalmology, currently in the late-stage clinical development phase. Main Areas of Cooperation

Clinical Research and Trials: The three parties will discuss cooperation opportunities regarding areas of common interest, identification, design, and implementation of clinical trials. Under this framework, the Institute and the Center will strive to facilitate connections between Xihua Pharmaceutical and various clinical research centers in Hong Kong and the Greater Bay Area, supporting the overall development of the Greater Bay Area's clinical trial ecosystem. As the first biopharmaceutical company based in Hong Kong with late-stage clinical projects, Xihua Pharmaceutical plans to conduct multiple clinical studies in Hong Kong and the Greater Bay Area, including a Phase III international multi-center clinical trial targeting the enrollment of the first participant in the second half of 2026. Currently, preparatory work at multiple research centers in Hong Kong and the Greater Bay Area is underway, with the enrollment of the first participant expected to be completed in the short term.

Scientific Exchange and Event Organization: The Institute, the Center, and Xihua Pharmaceutical will explore co-hosting conferences, forums, and professional exchange activities to promote dialogue among clinicians, researchers, regulatory bodies, and industry stakeholders, facilitating the sharing and dissemination of emerging research findings and clinical insights.

Talent and Capacity Development: The three parties will explore cooperation opportunities to jointly promote training programs, workshops, and knowledge-sharing activities, aiming to enhance professional capabilities in clinical research in Hong Kong and the Greater Bay Area and cultivate a talent pipeline.
