By 2030, a nationally unified electricity market system will be basically established, with all types of power sources and electricity users, except for guaranteed users, directly participating in the electricity market. The volume of electricity traded in a market-oriented manner will account for about 70% of the total electricity consumption in society. Joint trading will be realized across provinces and regions as well as within provinces, the spot market will fully transition to formal operation, the basic market rules and technical standards will be fully unified, the market-oriented electricity pricing mechanism will be basically sound, and a fair and unified market supervision system will be basically formed. By 2035, a fully unified national electricity market system will be established, with market functions further maturing and improving, and the proportion of market-oriented traded electricity steadily increasing. Cross-province and cross-region trading will be organically integrated, and the multi-dimensional values of electricity resources, including energy quantity, regulation, environment, and capacity, will be fully reflected by the market. The comprehensive optimization and efficient utilization of electricity resources will be achieved nationwide, and a preliminary national unified energy market system, centered on electricity and coordinated with various energy sources, will be formed.
