Rate Of Return 建议取消港币与美元户融资情况下的相互影响。目前的情况是，港币户存在未结清融资的情况下，哪怕只有 1 港币的融资，都会影响美元户的提现或者申购美元货币基金。反之亦然，跟该账户该币种的融资余额大小无关，只要有，另一币种账户中现金余额就无法提现，也无法使用现金余额申购货币基金。这个业务逻辑有问题。应该取消限制。
